Zechariah 11:17
“Woe to my worthless shepherd,
who deserts the flock!
May the sword strike his arm
and his right eye!
Let his arm be wholly withered,
his right eye utterly blinded!”
God's judgment always accompanies the rejection of his worthy shepherd and alliegence towards ungodly substitutions.
Elicit relationships, forfeited truths, selling their souls for cheap grace and thirty pieces of silver. These ravenous religious leaders are feeding off the flocks. They are the precursors to the AntiChrist.

Judgment on the Glorious Cedars of Lebanon
Judgment on the Impenetrable Oaks of Bashan.
Judgment on the Pride of Jordan
Judgement on the unfaithfulness of Judah
All the rich forests are destroyed, leaving shepherds wailing for the loss of pastures and lions roaring for the loss of their habitat. This word has been fulfilled when the people of the land were brutally killed and occupied by the Romans.
Why?
Why would God allow this?
Well...to put it simply, God is sick and tired of these unfaithful people. He's had enough. His grace has found its limit and now judgement.
“My anger burns against the shepherds, and I will punish the leaders…” Zechariah 10:3
“The flock detested me, and I grew weary of them and said, “I will not be your shepherd. Let the dying die, and the perishing perish. Let those who are left eat one another’s flesh.”
Zechariah 10:8b-9
And Jesus clearly expresses his feelings about these people:
Matthew 23:37-38
Jerusalem, Jerusalem, you who kill the prophets and stone those sent to you, how often I have longed to gather your children together, as a hen gathers her chicks under her wings, and you were not willing. Look, your house is left to you desolate. For I tell you, you will not see me again until you say, ‘Blessed is he who comes in the name of the Lord.’”
The prophetic shepherds are rejected by Israel's leadership. Zechariah showed them the utter folly of the nation and its leaders in rejecting the warnings and he describes their future rejection of the Messiah. Instead of following the symbolic selfless shepherd, Zechariah, not even mentioning him, but in fact the flock detested him, now they are no longer the flock of love, but are the flock heading to the slaughterhouse. And the one leading them is the Bad Shepherd who will sell them out. They will be sold out by their own leaders. Sold for slaughter. A good shepherd lays down his life for the sheep (John 10:11). Instead this “shepherd” is going to eat the flesh of the best sheep, the fat sheep, their leaders.
Who is this Bad Shepherd?
In some ways this prophecy is a spiritual judgment on the hierarchy of Israel, which includes the priests, elders, scribes, and runs all the way down to the common people. All those leaders of Israel, who under the guise of shepherds, misled and harmed the poor flocks. Leaving these people under the curse of God. But there is another one yet to come.
More on that in a minute.
But for now let's look at this question.
Why cursed?
Because they rejected the Christ. And now Judgement comes with lasting results. Jesus prophesied that their nation would become desolate and he was right. Jesus was the last wailing prophet whom they rejected. The final lesson. The finish line in the race towards judgment. All these previous bad shepherds had crossed the line, and now the Bad Shepherd they've invited, is scheduled to come.
Ultimately the fulfillment of this prophecy of the Bad Shepherd will be found in the Antichrist who will make a covenant with Israel, and then break it and ultimately persecute the Jews ( Ezekiel 34:2-4; Daniel 9:27; Daniel 11:36-39; John 5:43; 2 Thessalonians 2:3-10; Revelation 13:1-8).
We've seen Israel rejecting Jesus Christ, The Good Shepherd, and still see it but for a remnant few, and Israel is facing all the consequences of that rejection. They lost God’s favor and their unity as one people when their leaders pronounced before Pilate, "we have no king but Ceasar!" The very person who later (70 AD) literally obliterated the city of Jerusalem.
Zechariah 11:17 is a warning to them, and a reminder to us today as we read about their unfaithfulness. Jesus came to the doomed flock, and the afflicted among them came out to him and he healed them, but the others, the fat sheep, rejected him. They rejected their only true Shepherd who cares for them and who blesses them (as portrayed by Zechariah in Zechariah chapter 10). And this message is for us as well.
There is only One true Shepherd for Israel and for us— One Messiah— One Savior— Jesus. He said: “I am the good shepherd. The good shepherd lays down his life for the sheep.” (John 10:11)
As the Christian church, we should not be concerned about seeing this Bad Shepherd. If we are "in Christ" we will be shepherded away from this character's coming. Likely we'll witness the rise of his power but ultimately we'll be Shepherded away by the voice of the Messiah. This is the sure characteristic of true sheep— they listen to and follow the Good Shepherd. “My sheep listen to my voice; I know them, and they follow me.” says Christ Jesus (John 10:27).
These sheep will not follow the AntiChrist, they will turn to no one else but to the Only True Shepherd of their lives.
Pray for Israel, for those who will finally cry out, "blessed is he who comes in the name of the Lord". Pray they find the True Shepherd very soon, for the Bad Shepherd is coming soon to deceive them.
