Revelation 18:1-3
After this I saw another angel coming down from heaven. He had great authority, and the earth was illuminated by his splendor. With a mighty voice he shouted:
"'Fallen! Fallen is Babylon the Great!' She has become a dwelling for demons and a haunt for every impure spirit, a haunt for every unclean bird, a haunt for every unclean and detestable animal.
For all the nations have drunk the maddening wine of her adulteries. The kings of the earth committed adultery with her, and the merchants of the earth grew rich from her excessive luxuries."
Babylon in all its parts stands for that which Christ called "the world." Many believe it to be Rome. Others a rebuilt city in the desolation of an Iraqi desert. A religious city, a commercial center, or both. Probably referring mainly to her vast empire of influence which is worldwide. At any rate the time has come for her complete destruction. Babylon the great is fallen, is fallen, and has become a dwelling place of demons.
Her sin was not only idolatry, but greed and selfish ambition. Nations get drunk. Rulers climb into bed with the system. Traders get rich off the overflow. Politics, religion, and commerce are braided into one long golden chain whose tentacles reach into every city of the world. She is the organized life of humanity that loves darkness, measures worth by luxury, and will not have God as God.
And she is fallen, where the nations once toasted her, demons now keep house. The "maddening wine of her adulteries" have brought her to ruin. And her concubines are conquered. They called covenant-breaking success, now the birds and jackals pick at their bones. The systems they built for themselves had always relied on someone being constantly thirsty. Thirsting for more and more of her excessive luxuries. Now they only know want of a different breed. In the end the cup that promised fullness leaves a different thirst.
And the moral of this story is the coming of an illuminating angel with great authority. That is the moral of the angel’s shout. Heaven lights the earth so no one can say the end came in the dark. Everyone knows their sin, no shadow can hide her perverse fate.
Rome is the first face John’s churches would have seen when they heard "Babylon the Great." After 70 AD, Rome did to the second Temple what Babylon had done to the first.
Revelation 17:9 makes the geography hard to miss. The seven heads are "seven hills." Rome’s nickname in the ancient world was the city of seven hills. Palatine, Capitoline, Aventine, Caelian, Esquiline, Quirinal, Viminal. This term "seven hills" in ancient times would be used as freely as we in the capital region of Washington D.C. use the term "beltway" or "the DMV".
A church in Asia hearing these words would not be picturing a desert ruin in Mesopotamia. Rome was the triangle of the world as John’s people lived it; and as every later city learns the same tradecrafts. What Daniel saw as a sequence of kingdoms, John sees concentrated in one last city-system that sums them all up. And now, like in Nebuchadnezzar's case, the city becomes like a beast until she knows that the Most High rules everything. She thought her gold was her strength. She. Says in her heart, "I sit as a queen; I am no widow", and the angel corrects her error, "Fallen! Fallen!".
Babylon does not fall because she ran out of gold. She falls because she treated holy things as common decor and called it success. She had become what the beasts always were when heaven’s restraint is lifted. A den of thieves. A whitewashed tomb full of vipers. And the handwriting on the wall is the whole earth illuminated by the angel from God.
Her lovers turned on her, "The ten horns you saw and the beast will hate the prostitute."
The beast no longer had any use for her, do he and his horde of demons consume her. The inner circle of the system eats her. Babylon’s golden chain snaps from the inside.
And "Mighty is the Lord God who judges her."
God does not let anyone give the beast the last word. God is not absent from the beast's cannibalism. "God has put it into their hearts." He uses even the beast’s hatred as a tool to destroy her. The fall is not a market crash that happened to go badly. It is a verdict executed. Rome has slept around one too many times, now the STD her tolerated has taken her life. The beast's horns strip her, devour her, burn her; and heaven is not surprised.
She taught the nations to drink. She taught kings to climb into her bed. She taught merchants to call the overflow a spiritual blessing. Then the same union that made her rich becomes the disease that ends her.
Sudden.
One day.
One hour.
Fire.
A millstone in the sea. Never to be found again. And over the smoke the only sentence that remains; "Mighty is the Lord God who judges her."
